AB OBJECTIVE: Identify gaps in program management and assess capabilities
of local Non-Government Organizations in designing, implementing and
evaluating AIDS education projects. METHODS: A matrix was developed and
used to draw a profile of 37 local NGOs based in 4 major urban areas in
the Philippines. The matrix attempted to outline current activities
including target audiences, existing HIV/AIDS activities, geographical
reach and international partner agencies. Interviews were conducted
among NGO staff and volunteers assess management skills. RESULTS: Nearly
all NGO respondents provide basic health services to individuals
vulnerable to HIV infection. Majority of the NGOs identified a need to
develop skills specifically in the areas of technical, financial, and
governance of projects. Almost half rely on external funds. CONCLUSION:
A strong interest to implement HIV/AIDS education projects is evident
but there also exists a lack of technical and management capabilities. A
program designed to build and institutionalize management skills needs
to be implemented.
