  8.  AB    OBJECTIVE: Identify gaps in program management and assess capabilities
  9.        of local Non-Government Organizations in designing, implementing and
  10.        evaluating AIDS education projects. METHODS: A matrix was developed and
  11.        used to draw a profile of 37 local NGOs based in 4 major urban areas in
  12.        the Philippines. The matrix attempted to outline current activities
  13.        including target audiences, existing HIV/AIDS activities, geographical
  14.        reach and international partner agencies. Interviews were conducted
  15.        among NGO staff and volunteers assess management skills. RESULTS: Nearly
  16.        all NGO respondents provide basic health services to individuals
  17.        vulnerable to HIV infection. Majority of the NGOs identified a need to
  18.        develop skills specifically in the areas of technical, financial, and
  19.        governance of projects. Almost half rely on external funds. CONCLUSION:
  20.        A strong interest to implement HIV/AIDS education projects is evident
  21.        but there also exists a lack of technical and management capabilities. A
  22.        program designed to build and institutionalize management skills needs
  23.        to be implemented.
